Dealing with folks who want input but don't want to do the work is massively frustrating. Instead of soliciting subcommittee members to create bylaws, I think it's easier for one person to borrow an open-source structure, modify as needed, and then propose that. In general, it's easier to react to a proposal than create one from scratch.
I bet the currently-reluctant techies will be delighted by a coherent plan that's been tested in similar projects. Make sure they have the opportunity to modify as needed before adoption.
